There are 5 steps in need to be taken for a legal person to obtain this status:
> Decide upon the type of transportation (passengers, merchandise) and upon the condition the future transports will take place (purchase or rent of the rolling stock, for example). Take time to think about the terms of hiring the employees, about the technical procedures, repairs and so on.
> Engage to respect and obey to all the specific laws and regulations regarding rail transportation.
> Apply to the Romanian Rail Authority (AFER) for a license in rail transport.
> Follow the standard procedures in order to obtain a security certificate from AFER.
> Contact CFR for the signing of the rail access deal.
